The Four Competencies

The FCLE measures the following four civic literacy competencies and outcomes:

Principles of American Government

Understanding of the basic principles and practices of American democracy and how they are applied in our republican form of government.


Competency One

The U.S. Constitution.

Understanding of the United States Constitution and its application.


Competency Two

 Founding Documents

Knowledge of the founding documents and how they have shaped the nature and functions of our institutions of self-government.


Competency Three

Landmark Cases and Legislative/Executive Actions

Understanding of landmark Supreme Court cases, landmark legislation, and landmark executive actions and their impact on law and society.


Competency Four

Educate and inform the whole mass of the people, enable them to see that it is their interest to preserve peace and order, and they will preserve it. They are the only sure reliance for the preservation of our liberty.
